The surface rectification of the garbage leachate disposal problem in Jiangcungou, Xi'an, was insufficient. The special inspectors found that although Shaanxi Province has done a lot of work in the field of air pollution prevention and improvement of the quality of the atmospheric environment, the problem of structural pollution is still outstanding and the situation is still grim.

Coal reduction work is not strict. In 2017, the province's coal accounted for about 75% of the primary energy consumption structure, and did not meet the target of reducing it to below 67%. Xianyang determined that the coal consumption of Datang Binchang Power Plant in 2017 increased by 410,000 tons over the previous year, but actually increased by 600,000 tons. Weinan City determined that Shaanxi Coking Chemical Company reduced coal by 19,000 tons in 2017, but actually increased by 300,000 tons. The Tongchuan Development and Reform Commission approved 4 companies including Shengwei Building Materials and Shengwei Special Cement to reduce coal by 170,000 tons in 2017, but actually increased 180,000 tons without decreasing. The problem of coal-fired pollution is prominent. There are more than 130 small thermal power units below 100,000 kilowatts in the province, which have high coal consumption and high pollution, but Shaanxi Province is not firm in shutting down and eliminating small thermal power units, and has not promoted it. In 2015 to 2017, only 7 small power units were shut down. Most units with high coal consumption are retained under the name of heating and steam supply or comprehensive utilization. Existing small heating units generally do not implement the “setting power with heat” as required. The demolition and modification of small boilers in the Guanzhong area has been delayed. At present, there are still 607 coal-fired boilers below 10 steam ton / hour in place, and 26 coal-fired boilers with steam capacity above 20 steam / hour have not yet completed ultra-low emission transformation. Gas-fired boilers have not completed low-nitrogen combustion transformation. Shaanxi Province has not paid enough attention to the pollution control of the ceramic industry in the Guanzhong area, and has not strict requirements. The current level of pollution control of existing ceramic enterprises is low, and the fugitive emissions are serious.

Inadequate protection of clean briquettes. The clean coal distribution centers in Baoji and Xianyang have a low distribution volume and a huge difference from demand; the clean coal distribution center in the Qinhan New Town of Xixian New District stores more than 4,000 tons of industrial coal, and there is direct sales, which makes it difficult to guarantee the quality of clean coal. Coal quality supervision in some areas is not in place, and the Korean City Market Supervision Bureau failed to carry out coal quality monitoring on large coal users and key coal consumption units in the heating season as required; Yulin City Quality Supervision Bureau has never arranged for random coal quality inspection .
